How to Create a Teen Room on a Budget?

I want to make a vintage, victorian style room but only have a budget of $86 so how can I achieve this effect?

You didn’t mention what kind of furniture you have already so for the time being, let’s assume it is either Victorianesque ( since you want to go in that direction) or a neutral style. The Victorians loved florals, heavy dark woods, lace and lots of knicknacs. Start with garage sales and thrift shops for things like ornate picture frames, vases, laces and doilies, silk flowers, and anything vintage looking. You might even get lucky and find a pretty floral comforter or quilt for your bed which is a good place to begin. A lacy bedskirt will add to a Victorian look. Make lots of throw pillows for the bed out of silk, satin and lace ( look for cheap old party dresses with lots of skirt material that you can cut up ) in round and heart shapes. Get a couple of healthy plants ( Boston Ferns scream Victorian parlor!) to add a natural touch. Use some of the lace you found to make table toppers and a dresser scarf.
Add some silk ( or real in season) flowers to the vintage vases you found. Use Photoshop if you have it to tint some family pictures sepia or change color to black and white and display lots of pictures in the frames you found. That should give you a good start for minimal investment
