How do I wear a shirt designed with two button holes and no buttons?

I believe it’s vintage, late 70s. There are two button holes on the left and right side roughly where you would expect the first button on a low cut women’s blouse, but no buttons. I tried tying a ribbon through them but the shirt looked “bunched up” for lack of a better term. I think it might be designed to go with an undershirt with buttons about 6″-8″ apart at the chest level, but I’ve never seen something like that and I would need to see an example before I go modifying any of my shirts. Has anyone ever dealt with this kind of clothing, and am I completely off on my guess?
