should i redue my canoe stem band??and sand down my keel?

i have an older Scott canoe, 14 ft long. the aluminum stem bands are starting to give way, due to the rivets and possibly taking in water. I cant tell if water is getting in because of the (float chambers) but i do know the stem band is popping off. the keel is also damaged, does anyone see a problem with sanding it down to bare (whatever is under the fiberglass and re-apply fiberglass cloth and resin?) and replacing the aluminum bow and stern bands with kevlar or just fiberglass tape?

ditch the alum. sand hull down to get good adhesion, then apply kevlar felt strips about 3″ wide -w- epoxy resin. you will be glad you did someday, but you won’t know when!!! LOL
