neighbours complaining about dogs! help advice!?

ok so i have two dogs- i spoil them rotten i am aware of that lol. but the problem.. i work so i leave them in the garden with a kennel, (daytime kennel, they sleep inside) anyway my neighbour sent me a letter saying am i aware that its against the law to leave dogs out and that they bark constantly (i live in uk) well i only leave them out while at work which is only about 5 hrs and my parents pop round at lunch time to check on them. anyway i ignored the letter as i dont know which neighbour it is and they are denying it. but y/day i got a card through fro the local council saying they are coming to discuss the dogs barking, the last few weeks i have been gettign home and on random days my bolted gate has been open?!? any advice on this subject- i am so sick- p.s. the dogs are only little border terriers and only bark when postman comes round as i am aware of this as i left them out when i was off work to monitor this. please help

Barking can become legally actionable in civil law if it is deemed to be a nuisance to your neighbours. Rather than face the prospect of defending a claim & the expense/worry involved, you may want to consider crating your dogs inside the house while you are out

If you want your dog to be left outside, you will need to improve the security by installing a camera to see who is letting the dogs out [unless the lock is faulty] & purchasing a new lock.

If properly used & fitted a no bark collar is humane, would enable you to train your dogs not to bark & avoid possible litigation/complaints from neighbours.
