Do I need color paper to make white pastel show up?

I’m trying to do pastel art on white paper. So far from all experiments such as color the paper dark color then try to use white on it, color around the white, etc… doesn’t work. Am I doing something wrong? Do I need a colored paper for this to work?

Is it a pastel paper/paper with some tooth that holds the pastel? You should be able to do the white over a darker one and have it show, maybe not pure.
